The external wall insulation materials failed to pass the maximum penalty of 500,000 in Xi'an. Recently, the Xi'an Construction Committee issued a notice requesting that the use of unqualified building exterior wall insulation materials is strictly prohibited, and the use of unqualified insulation materials should be strictly investigated. Where the construction unit uses unqualified building insulation materials, the building energy conservation special inspection and acceptance shall not be filed, and the special wall material special fund shall not be returned, and a fine of 100,000 yuan to 500,000 yuan shall be imposed; the construction unit shall not use the qualified building insulation according to the regulations. For materials, a fine of not less than 100,000 yuan but not more than 500,000 yuan shall be imposed.
